Tell me what this sound is?

I got my turbo lightning running but after it builds boost and you let off the throttle you get a howl type of sound. The turbo has maybe 2500 miles on it and spins freely. Is this a leak from somewhere? Here is a small vid of it.

I would take the turbo off and remove the comp and exhaust housings to check for contact. Also pressurize the turbo inlet to check for leaks.
