This is where I used to have a trunk mount battery and it leaked in to the spare tire wheel well.

I am by no means a perfectionist, but, I'd like to get this cleaned up, sanded, and primered just so it looks a little better.

My question is this: What is the best method for getting that surface rust off while keeping it contained? It is more Corrosion than "rust" so I'm thinking some sort of base power could be used to neutralize it (baking soda, or sodium benzonyte) What are your thoughts on this.

try pouring some Coca-Cola on it, let it sit then scrub at it with a hard bristle brush with some hot soapy water. People have been cleaning battery terminals for years with Coke. ;)

I agree with the Chassis Saver. I used a lot on my car, it works great. KOI auto parts carries it.

KOI paint dept. I just did my trunk interior floor with it. Turned out well. That stuff covers well, is self leveling and dried hard as a rock.
