Why would you use RTV, on rocker studs?

I just use arp or permatex thread sealer. I think you could use black rtv too.
On some heads the threads go all the way through into the ports so you need to seal the threads is why he asked.

Ahh, see, you do learn something new, everyday.
What heads, typically, need this? I've just never seen this before.

Most aftermarket heads do it...I wonder how many people don't know to do it and suck a little oil in the intake runners.

I honestly didn't know, i was told about it when i had the heads freshened up. I figured black, probably any with a good heat rating should do fine. I think a few of them even go into the water jackets too. They're '69 351W heads.
