Sloppy speedo

My speedometer flops around at slow speeds always goes from 30 to 40 back and fourth no matter how slow you are going. once you get above 40 mph it seems to be accurate. Any ideas? I was thinking a bad speedo cable but I could be wrong. I know this has to be a common problem cause I have rode in a few foxes that have done this.

I think most of them do it, because of pegging the needle. Must cause internal damage, as I haven't seen a cable fix the problem.
