i am putting v-band clamps on my down pipe for the 2.3t that i'm building, and need someone to cut the 5 bolt flange off and weld the v-band flange on. who's good and fair priced?

You've got it backwards. I let people take their parts back w/o getting paid. Then I leave nasty messages on forums telling them to pay up.
