I may be the CCRM(constant control relay module) which is a small box mounted on a bracket above the fan shroud. Try tapping it with a screwdriver after the engine has heated up enough to turn the fan on(sometimes the relays stick). The fan,a/c compressor and fuel pump relays are inside this box. If just one of these goes bad you have to replace it. Not the smartest thing ford has done.

CCRM is the most likely candidate, I have taken a few bad ones and made a good one, but all of the relays are soldered in. I would say put power to the fan and see if it works, if it works check for power to the fan when it is heated up enough, if no power check all the fuses if that doesn't do it go replace the CCRM.

The fan motor might be bad. I had one go bad on my 95 GT. Un plug the wiring harness at the fan motor. Turn your a/c on high and see if it has 13.5+ volts the engine running. If it does, then you need a new fan motor. You can use one out of many different ford cars. I used one out of a taraus on mine.
