Why are you referring to the fuel rail when asking about converting over to COPS?
Check this link out to convert to coil over plug http://forums.tccoa.com/showpost.php?p=675636&postcount=88

because the fpr thats on the rail is different
the fpr plug thats on the cop wiring harness is different from the non cop harness. so we just swapped out fuel rails so the fpr would plug in, but now we have the problem i was talking about in first post.

i'll check out this link tho thanks might be easier to go that route

The 96-98 and 99+ inginitons are completely different so its not a plug and play sort of thing. You need to cut all the pig tails for the coil packs off the newer harness and splice them in to the existing harness. Why are you wanting to convert it?

he says that he has the 99+ engine harness. The biggest thing would actually be the FPR. There are a couple of pins in the harness that are different and thats what makes it incompatible until you change the computer.

Trust me, stay with your current setup. The 96-97 setups are better anyways.(at least the electrical and fuel) You are able to upgrade coil packs and wires and also you can buy to return style 255 fuel pump for it. It's just alot cheaper to mod. The engine and trans is another story.
