OK, your post is a little confusing.... Did you cut off the cats or the O2's? Hopefully just the cats and if so then with the car running rich doesn't really make sense. If you cut the cats off, the back O2's just will make the car run lean. Basically in the 96-98 GT's and cobra's they run a fuel pressure regulator on top of the fuel rail. Make sure that all you vacuums are hooked up. One of the other things that can make you car run rich is the Mass/Air, make sure its connected and its clean. You can clean it by taking it off and spraying it with some brake parts cleaner.

There may be some other stuff it could be, but this is a place to start. Good Luck and I hoped I helped.

As far as I know... these cars don't have map sensors. They were replaced the OBD II computer driven Mass-Air systems.

I might be standing corrected.... I know for a fact that the 03-04 cobras use the for referencing boos in cunjunction with the mass air, and as I have read the 99-01's may also.

If it does have this, then yes it can cause an all the time rich condition.

Did your tuner turn off the rear O2s? I'm assuming you are datalogging it and that is why the O2s are saying its rich. If that is the case and the o2s were switching and reading close to each other it's probably tune related...

Take it back and get it retuned.

It is probably clearing up once it goes into closed loop. Sound like a tuning issue for sure...
