Bucket truck, parking lot lights

My daughter is assistant manager for gold star in mason. They have several lights out in the parking lot and got a estimate for like 1600 bucks.. I have a copy of the estimate stating what bulbs are needed if someone has a bucket truck they are glad to pay ya for changing the bulbs but it just seemed outrageous what they were asking....Arbor Square is where they are located...not too far from 71 and fields ertel,, north on mason montgomery...
