Is it vin locked or has the original vehicle been flashed back to stock?

Adam it's whatever you left it at when you did the work on my 04 I've never used it for anything since. It does say 4 changes left.

Ok it is vin locked. To be used again it needs to be sent back to SCT to be unlocked. I think they charge somewhere around $150 for this service.
