Ok hope I'm in the right place, do I need to remove the fuel rails to change the plugs in my 02 harley f150? Thanks in advance.

I had to on my '99 F150, 5.4.

I started to ask, if you had the blower. I could only imagine it would make it a little harder than it already is.

You shouldn't need to. The COP boots have plenty of wiggle room to get them out without rail removal on the modulars I've worked on. The COP/rail/heads are the same on the 4.6 and 5.4, and the only thing I had to do on my 4.6 was remove a small bolt, rotate the COP around, and pull a little bit towards the valve covers.

I used a spark plug swivel and a regular swivel and 20 inches of extensions to change the back two plugs, I think it would have been harder to do if I didn't loosen the fuel rails, thanks for the input.

I have a 99 4.6 F150 (granted not the SC version) but I did find when I pulled a plug on it l;ast fall that the standard plug socket for that size plug fits real tight down in the head and can make for a fun day if you don't have extension that lock the socket on the extension. Someone on another site has suggested buying a cheap one and talking it to a grinder just to turn .010" off it for a better fit. I believe that Mac or Snap on also make a thin waleed verision for this application. Either way I did not need to pull the fuel rail to do that. The 02 mustang nor the 05 required pulling the fuel rail to get the plugs out. The 05 was supercharged as well. Like Mike said you just have plenty of flex in the boot of the COP, and it will go back on. ALSO! Inspect those boots for tears and/or pin holes whic hwill cause misfires. THe boots can be purchased separate with the spring. No need for full COP replacement.
