What's with the swinging Scrotums??

Is there supposed to be some significance in placing a chrome or colored genital sack under one's personal vehicle? Is it something cool? A chick magnet maybe? Indication of legal manhood? Or does it signify some secret marker that the person in said vehicle is on the "down-low", openly homosexual, lacking self esteem, or just merely a man-child? I could never imagine in all my younger years driving around with a SCROTUM hanging under the back of my vehicle or why I would want to seek attention of that source.

Is there someone that has any knowledge of what this trend is all about?

Now I just don't drive like a pinhead all of the time...just some of the time! LOL! BUT EVEN AT 18 I'D HAVE NEVER HUNG NUTS UNDER MY CAR. Playboy Bunny air freshener from the rear view mirror, License plate bracket that read OFFICIAL MAFIA STAFF CAR, even little lights under the rear end (well before neon was ever thought of) and of course amber fog lights behind the grill. BUT NEVER A SCROTUM! LOL!
